Tribunal case management, from filing to final decision.

Breken Tribunal Software manages the full life of a tribunal case: the filing of an appeal or application, intake and assignment, hearings and mediations, decisions, and any review that follows. Case managers, tribunal members and parties each see what they need, and every step is on record.

Built around how tribunals actually work.

One case, one record. Parties, counsel, documents, events, tasks, notes and decisions all live with the case, so staff are never piecing a file together from email and shared drives.

Guided, not rigid. Configurable workflows and checklists prompt staff through each stage, while still allowing steps to be skipped or reordered, with a reason recorded, when a case calls for it.

Configured by your administrators. Case types, statuses, document types, dispositions and other lists are maintained by your own system administrators, without a vendor change request.

Every stage of a case, in one system.

From the day an appeal is filed to the last action after a decision, the case stays in Breken Tribunal Software, including when it is reopened.

  1. Filing and intake

Create the case, record the tribunal, the legislation it was filed under, the case type and key dates, and assign a case number. An intake checklist confirms the filing is complete; an incomplete filing can be saved and flagged as deficient.

  2. Assignment

Assign case managers, tribunal members and other resources to the case, each in a defined role such as panel chair, member or mediator, and reassign as the case requires.

  3. Parties and counsel

Record appellants, respondents, intervenors and third parties, with the counsel and representatives acting for each of them.

  4. Case management

Track documents received and sent, tasks, activities, notes, issues and key dates. Generate letters and notices from templates, and relate cases to one another as grouped files.

  5. Hearings and mediations

Schedule pre-hearing conferences, hearings and mediations, with calendars, reminders and notifications to the people involved.

  6. Decision and disposition

Record the decision and its outcome, and close the case with a disposition such as withdrawn, settled, dismissed or decided. A decision on a group file can be applied to every case in the group.

  7. After the decision

Reopen a case or track a post-decision process such as judicial review or reconsideration, with its own dates and activity, and keep adding notations to closed files.

What keeps the whole tribunal running.

The case lifecycle sits on a set of shared capabilities that every tribunal office needs, whatever its caseload or legislation.

  • Documents and templates

Store documents, images, audio and video with each case, keep version history, and generate letters, notices and forms from templates that fill in case details automatically.

  • Workflows and checklists

Model your tribunal's processes as configurable workflows, with approvals, parallel steps and date-based triggers, plus checklists that remind rather than enforce.

  • Calendars and notifications

Track every key date, flag what is past due, and notify staff and members when deadlines approach or documents are ready for review.

  • Search and reporting

Search cases by tribunal, legislation, status, party, case number or date range. Run standard and custom reports, track performance indicators such as time to decision, and export to Excel, PDF or CSV.

  • Records management

Apply retention rules, record the location of closed physical files, and purge cases once their retention period has passed, while holding back records designated for longer retention.

  • Security and audit trail

Role-based access controls what each user can see and do. Changes to parties, dates, status and assignments are logged with who made them, when, and what changed.
